It's nonsensical

So, Trump’s plan is to give a $2K one time payment to Americans instead of to insurance companies, but Americans are supposed to use the $2K to buy insurance from insurance companies. Did I get that right? Not only is it willfully insufficient for people’s healthcare needs, but it’s nonsensical.
